The author of the article examines the process of deep transformation of the value orientations of the younger generation, which is taking place under the influence of modern global challenges and threats. The relevance of the topic is due to the growing role of the "human factor" and "soft power" in world politics, where the values of youth are becoming a strategic resource and at the same time a field of geopolitical confrontation. The purpose of this study is to identify key factors (digitalization, climate crisis, pandemics, military-political conflicts) that are deforming the traditional value matrix of young people, and to analyze the international political consequences of this transformation. The methodological basis consists of systemic and civilizational approaches, as well as the concept of generations (Strauss-Howe theory). As a result of the research, the author comes to the conclusion about the formation of the phenomenon of "turbulent consciousness" of youth, characterized by eclecticism, situationality and high exposure to external information influences. Special attention is paid to the analysis of the conflict of values as a driver of modern international relations and the risks of loss of national and cultural sovereignty.

This article examines human resource management as a foundation for strategic development in the aviation industry. The current state of implementation of a comprehensive airline development program is described. Current trends and technologies in airline human resource management strategies are explored. A review of the specifics of workforce planning for the industry is provided. Paths to improving the efficiency of human resource utilization are identified. The selection of rational human resource management models in the aviation industry is substantiated.

The article is devoted to the problem of protecting Russian youth from the negative influence of foreign propaganda in the context of the unfolding information war. The directions and forms of information attacks used by our opponents are analyzed, as well as possible ways to counter them. Special attention is paid to the issues of fostering patriotism and the importance of improving the Russian education system in order to form a worldview of young citizens consistent with traditional Russian values.

The relevance of the materials contained in the article on a detailed study of measures to ensure public safety by executive authorities used in the Lipetsk region to achieve public safety is due to the fact that these measures can help ensure the implementation of this activity with the least expenditure of resources and its greatest effectiveness.
The purpose of the article is a theoretical analysis of measures to ensure public safety by executive authorities.
The main task of this work is to develop a program of measures to ensure public safety by executive authorities.
The main research method used was the dialectical approach, descriptive, comparative methods and the method of comparative analysis, structural analysis and synthesis, the integral method of evaluating optimization technologies, and others.
Research results. The article examines a set of measures used by executive authorities to ensure public safety. Methods have been established by which the search for the most suitable ways to solve complex problems related to public safety will be carried out. Measures to ensure public safety have been identified.
The article develops a program of methodological training of personnel, divisions of executive authorities to ensure public safety. An action plan has been prepared for the most effective provision of public safety by executive authorities, the principles of ensuring public safety, their main elements, and the conditions for carrying out public safety measures used by executive authorities in their professional activities have been established. Within the framework of the conducted research, the rules of procedure for measures taken to ensure public safety have been determined.
Conclusions. All measures to ensure public safety carried out by divisions of executive authorities must meet all modern challenges in an increased unfavorable operational environment, as well as respond in a timely manner to illegal actions of persons who are in public places.

The article examines the transformation of geopolitical interaction between Russia and Kyrgyzstan in the context of the formation of a multipolar world order after 2022. It considers key trends in regional security, civilizational self-determination and humanitarian cooperation through the prism of higher education.
The article proposes a new methodological framework for analyzing humanitarian cooperation in the context of hybrid threats. The authors rely on an interdisciplinary approach that includes civilizational analysis (E. Todd's concepts), discourse analysis of educational curricula, and the method of modelling academic processes (the “3D map” of scientific text).
It has been established that the strategic partnership between the Russian Federation and the Kyrgyz Republic is evolving from a pragmatic alliance to a deep integration of values. ‘Language paradoxes’ in contemporary Russian studies in Kyrgyzstan have been identified, and the role of the course ‘Fundamentals of Russian Statehood’ as a tool for minimizing intercultural misunderstanding has been substantiated. It has been proven that the development of academic literacy and critical thinking skills forms the foundation of young people's ‘cognitive immunity’ in the face of global information pressure.
The prosperity of the region depends on the synchronization of institutional security mechanisms with innovative formats of “smart power”. The authors justify the transition to a multi-centered model of the Eurasian humanitarian space, where cultural and linguistic sovereignty is the key to strategic stability.

This article examines the political legacy of Muhammad Suharto, whose work has been relatively understudied by both foreign and domestic scholars. Recently, Suharto's figure has gained prominence in Indonesian political circles and public opinion, reflecting the intensification of political contradictions within Indonesia itself during the economic crisis and the international tensions, where dominant countries are attempting to maintain and strengthen their influence. This article examines Suharto's political activities through the lens of these contemporary political processes. The authors emphasize that the formation of this political legacy is based on a comparison with the political legacy of Indonesia's first President, Sukarno, who also made a significant contribution to the formation and development of Indonesia as we know it today. In their comparative analysis, the authors attempt to demonstrate the similarities and consistent actions of both presidents in strengthening Indonesia's economic and political position. They conclude that each made a significant contribution to the development of the state.

The article examines the peculiarities of the formation of food habits of the Italian population in the context of socio-economic changes in recent decades. The analysis is based on data from the national statistical surveys of the Italian National Institute of Statistics (ISTAT), as well as the results of specialized national nutrition studies. Special attention is paid to the impact of the COVID-19 pandemic on the structure of the diet, consumer behavior and socio-economic nutritional inequality. It is shown that Italy's transition to the permanent population census format has expanded the analytical possibilities of studying behavioral and social factors of nutrition. It is concluded that it is necessary to integrate statistical and dietary data in the development of national public health programs.

This article analyzes Singapore's Arctic strategy, which is based not on resource or military considerations, but on the principles of science diplomacy. It examines the role of climate research as a key driver of Singapore's interactions with Arctic states. Specific examples of scientific and technical cooperation that enable Singapore to maintain its status as an influential observer and strengthen its position in the region are discussed. It concludes that engaging in Arctic climate change solutions is a way for Singapore to reconcile global environmental commitments with national economic and security interests.

This paper examines the musical practice of Xian Xinghai during his stay in the Soviet Kazakh Soviet Socialist Republic (1942–1945). Combining historical analysis with contemporary reflection, it explores his intercultural musical creations produced under conditions of wartime displacement. The research indicates that through an in-depth study of Kazakh folk music, Xian Xinghai created classic works that integrated Chinese and Kazakh musical elements, achieving an artistic sublimation from national musical expression to intercultural dialogue. This practice not only provides a paradigm for understanding music's mediating function in cross-cultural exchange but also offers profound insights for the reform of contemporary music education. Specifically, the educational philosophy should shift from singular technical training to multicultural immersion; the educational goal should evolve from transmitting traditional skills to cultivating innovative capabilities; and the educational system should transition from a closed disciplinary framework to an open structure of exchange. The article further proposes specific pathways—including reconstructing the curriculum system, innovating teaching models, and expanding exchange platforms—to promote the connotative development of music education.

This article examines the theoretical and practical aspects of working capital management in agriculture as a key factor in the financial stability and competitiveness of agricultural enterprises.
The author examines in detail the economic essence and specific features of working capital in agricultural production, the structure of working capital and the specifics of its circulation in agriculture, methods of standardization and sources of working capital formation, a system of metrics for assessing the effectiveness of their use, and the main problems and barriers in working capital management.
The paper analyzes modern approaches to working capital management (conservative, moderate, and aggressive), as well as specific optimization methods: from the classical direct counting method to digital monitoring and forecasting technologies. Particular attention is paid to the impact of seasonality, natural and climatic conditions, and technological process characteristics on working capital management.
Based on a comprehensive analysis, practical recommendations are proposed for improving the efficiency of working capital use, including optimizing inventory and the structure of working assets, improving accounts receivable management, digitalizing accounting and control processes, and implementing modern planning and forecasting methods. Based on the results of the study, it was concluded that a systematic approach to working capital management, taking into account the specifics of agricultural production and modern trends in the development of the industry, is a necessary condition for the sustainable development of agricultural enterprises and increasing their competitiveness.

This article explores the innovative development of enterprises in the agro-industrial complex (AIC) in the context of global economic transformation and increasing competition. It explains the concept of "innovative potential" within an organization, describing its interpretations, structure, and three states (underdeveloped, moderate, and developed). It analyzes the internal and external factors that shape this potential, substantiating its importance for adaptation, competitive advantage, and strategic development. It systematizes assessment approaches and methods, presents groups of indicators, and presents evaluation criteria. Particular attention is paid to the specifics of innovation in the AIC. The conclusion proposes priority areas for enhancing potential: modernization of the infrastructure, personnel development, financial support, structural improvement, strengthening the scientific and technical base, and improving information support and infrastructure.

This paper examines the downturn of opera development in the early Ming Dynasty under Ming Taizu and Ming Chengzu. It highlights how the rulers imposed strict ideological control through Neo-Confucianism, suppressed Yuan-era folk culture, and enacted laws restricting opera performances, content, and performers' social status. These measures, including performance bans, identity discrimination, and severe punishments, isolated opera from literati and official circles, hindering its evolution. Despite promoting didactic operas aligned with Confucian values, the cultural repression during this period significantly obstructed the natural progression of Chinese opera.

This paper examines the development of folk opera troupes in Ming Dynasty China under the influence of state policy. Initially suppressed by early Ming restrictions, these profit-oriented organizations faced systemic discrimination and adapted to survive. From the mid-Ming onward, policy relaxation, economic prosperity, and rising demand for entertainment enabled their revival. Troupes diversified their membership sources, adopted flexible formation methods, and innovated performance formats, including excerpt plays, across various venues. The study argues that while state control posed significant challenges, it also catalyzed artistic transformation, contributing to opera's regionalization, technical refinement, and lasting cultural legacy.
