Optimization of public expenditure on road infrastructure reproduction: assessment of the impact on the efficiency of the transport network (using the example of the urban districts of Simferopol, Yevpatoriya and Yalta)
This scientific article addresses the pressing issue of optimizing budgetary expenditures on the maintenance, repair, and development of the road network across three urban districts of the Republic of Crimea: Simferopol, Evpatoria, and Yalta. Based on statistical analysis and the author's proprietary Integrated Index of Transport Network Efficiency (IITNE), the study ranks resource allocation channels and identifies reserves for funding redistribution. Two scenarios for road infrastructure development through 2030 are constructed: the baseline (inertial) and the optimistic. The latter accounts for the expected socio-economic impact of implementing the proposed measures. Furthermore, the study substantiates the feasibility of transitioning from a cost-based to a risk-oriented approach to roadwork planning at the municipal level.
Key words: public expenditures, road infrastructure, transport network, budgetary optimization, Simferopol, Evpatoria, Yalta, socio-economic impact, long-term forecast.

The development of the system of evaluation of scientific research in the region
The system for evaluating the effectiveness of scientific activity is a necessary and important element of the implementation of a unified socially oriented state scientific and technical policy. It is designed to promote better information and communication interaction between scientists and the development of science in accordance with its own internal laws, as well as to identify, account for, and use scientific results in the most effective way to solve socially significant problems based on the most rational use of financial and other resources.
Using the Republic of Sakha (Yakutia) as an example, the article argues that the scientific results of fundamental, exploratory, and applied research must be supported by quantitative measurement and expert evaluation methods. The significance of the scientific results of young scientists' applied research should be determined by considering the potential for their use in the economic and social spheres of the region and country.
Taking into account the need to improve approaches to assessing scientific performance in the general context of tasks to increase the effectiveness of state scientific and technological policy and scientific activity, proposals have been developed for the implementation of a roadmap for improving the scientific and technological development of the region as a whole.
Key words: competitive region, regional economy, scientific and technological development, efficiency, and scientific research.

Risk management in ensuring the economic security of a region
Strengthening economic security at the regional level has grown into a pressing governance challenge amid persistent geopolitical turbulence and deepening socio-economic asymmetry across Russian territories. This article examines the conceptual foundations of risk management as applied to ensuring the economic security of a constituent entity of the Russian Federation. We systematize scholarly interpretations of the categories "risk," "threat," and "regional economic security," and introduce an eight-group classification of risks spanning macroeconomic, fiscal, investment, production-technological, socio-demographic, external-economic, environmental, and institutional dimensions. Drawing on the ISO 31000:2018-based methodology and threshold-value analysis, we characterize key regional economic security indicators alongside their critical limits. A five-stage risk management mechanism is proposed, covering identification, qualitative and quantitative assessment, selection of risk treatment strategies (avoidance, mitigation, transfer, retention), and ongoing monitoring with feedback. The results indicate that embedding this mechanism into regional strategic planning documents can substantially improve the quality and timeliness of managerial responses to emerging threats. The proposed framework is applicable to regional authorities engaged in socio-economic policy and can serve as a methodological basis for further inquiry into adaptive mechanisms of territorial security management.
Key words: regional economic security, risk management, risk, threat, economic security indicators, threshold values, regional economy, sustainable development.

Cooperative relations in the sphere of food and agrobiotechnologies: regional models of priority development
This article analyzes cooperation between scientific and educational organizations and industrial enterprises in the food and agrobiotechnology sector, using the Omsk and Nizhny Novgorod regions as examples. Deficient competencies that hinder the sector's growth are identified in the context of the emerging bioeconomy in the Russian Federation. Matrices for distributing functions along the chain "knowledge generation - pilot industrial development - scaling - industrial implementation" are constructed. Key scientific, educational, and industrial actors are identified, and regional characteristics of the cluster and institutional cooperation model are defined. It is substantiated that the effectiveness of food and agrobiotechnology transfer is determined by the level of integration of science, education, and production, as well as the presence of effective institutional mechanisms that ensure effective coordination and reduce interaction costs. Conclusions are drawn regarding priority areas of investment policy at the pilot industrial development stage and the possibility of scaling up regional practices in other regions of Russian Federation.

Theoretical and methodological foundations of human capital research in the regional agro-industrial complex
The article summarizes theoretical approaches to the study of human capital in the agro-industrial complex and proposes an author's methodology for its integral assessment. Based on the analysis of the evolution of scientific views, five stages of the development of the category are identified – from "labour force" to "human capital". The objective features of human capital formation in the agricultural sphere are systematized: natural-biological conditionality, territorial immobilization and technological (digital) transformation. The author's definition of human capital of an agro-industrial complex worker is formulated, taking into account adaptation to biological rhythms of production, spatial attachment to rural territory and requirements of digitalization. A three-block model of integral assessment is proposed, combining cost, income and natural approaches. An integral index of human capital development (IIHCD) is developed as the geometric mean of partial indices for three blocks. The calculation algorithm, system of indicators and scale for interpreting index values are presented. The methodology is suitable for monitoring, identifying imbalances and substantiating targeted measures of regional policy in the agro-industrial complex.
Key words: human capital, agro-industrial complex, theoretical concept, assessment methodology, integral index, regional economy.

Structural shifts in the regional industry of the Russian federation in the context of import substitution and labor shortage
The article examines transformational processes in the manufacturing industry of Russian regions under the influence of external sanctions restrictions and internal labor imbalances. The purpose of the work is to quantify changes in the sectoral structure of investments and employment in the machine-building complex for the period 2022–2026. The methodology is based on the analysis of Rosstat panel data, the calculation of production localization coefficients, and the structural divergence index. It is revealed that the shift in focus towards medium-tech industries is accompanied by a decrease in labor productivity by 6–9% in regions with a high share of the "defense industry" due to the "cooling" of civil segments. The author's coefficient of labor outflow elasticity is proposed. The necessity of introducing regional retraining programs as a condition for maintaining the pace of import substitution and diversifying the economies of the constituent entities of the Russian Federation is substantiated.
Key words: regional economy, manufacturing industry, import substitution, labor shortage, employment structure, investments, mechanical engineering, labor productivity, production localization, industrial policy.

Management of innovative activities of enterprises producing biologically active supplements and sports nutrition in the context of inter-industry convergence
In the context of the structural restructuring of the Russian economy, sanctions restrictions and a course towards technological sovereignty, the market of dietary supplements and sports nutrition demonstrates abnormal growth dynamics. However, so far it has not received a systematic economic description as an integral object of industry analysis and a platform for innovative projects. The problem is that this market does not fit into the traditional single-industry classification, and the existing tools for assessing the optimal directions of innovation activity are not adapted to its hybrid nature. The study proposes methods for assessing innovation potential and structural models of innovation management.

Improving methodological approaches to assessing food security in the context of technology sovereignty formation
The article substantiates the directions of improving methodological approaches to assessing the food security of the Russian Federation in the context of the transformation of external and internal conditions. The purpose of the study is to systematize existing strategic planning documents and develop proposals for adjusting target indicators, taking into account the requirements of technological sovereignty. The methodological basis is based on a systematic analysis of strategic documents, with elements of structural-logical and comparative approaches. The results of the study showed that the current strategic planning system covers the full management cycle, but it is associated with a number of inconsistencies: a time gap between planning horizons; incomparability of performance indicators; and an imbalance in the resource provision of the stated targets. It was found that the traditional approach to assessing food security, based on gross food production volumes, does not take into account the qualitative characteristics of technological dependence, which leads to significant distortions in the actual level of self-sufficiency. The paper substantiates the need to develop a comprehensive system of indicators that includes quantitative criteria for self-sufficiency and qualitative parameters for technological independence. The paper also proposes an indicator for assessing the level of self-sufficiency in food, which integrates rational consumption norms and the thresholds of the Food Security Doctrine.
Key words: food security, technological independence, self-sufficiency, strategic planning.

Public administration of Russia's oil and gas complex in the face of new challenges: strategic priorities and institutional transformations
The article is devoted to the analysis of the transformation of the public administration system of the Russian oil and gas complex (OGC) in 2024–2026, a period characterized by unprecedented sanctions pressure and a shift in technological paradigms. It is shown that the adaptation of the OGC to new conditions required a revision of strategic planning, including the accelerated development of a new long-term energy strategy, and the adjustment of regulatory instruments. Special attention is paid to the role of the state in ensuring technological sovereignty through an advanced import substitution policy, the development of a regulatory framework for offshore projects, and the search for new models of international cooperation within BRICS. It is concluded that there is a transition from tactical adaptation to a systemic strategy aimed at strengthening Russia's position as a key player in global energy markets.

Concept and essence of economic efficiency in reusing processed raw material products in the petroleum refining industry
The article addresses the challenge of reducing hydrocarbon losses and implementing circular economy technologies in the oil and gas sector to ensure its sustainable development. The study aims to comprehensively evaluate the economic feasibility of modern methods designed to mitigate petroleum product emissions during storage and handling. A comparative economic assessment was conducted for five technical solutions: reflector disks, exterior tank painting, combined (interior and exterior) painting, internal floating roofs (pontoons), and vapor recovery systems. The calculations were performed using classical investment metrics, including Net Present Value (NPV), Internal Rate of Return (IRR), Return on Investment (ROI), Profitability Index (PI), and Discounted Payback Period (DPP), based on the author’s previous practical research. It was established that only vapor recovery systems demonstrate a positive economic effect, yielding an NPV of 3.75 million rubles with a payback period of 8.5 years, whereas the other methods show negative NPV values over a 10-year horizon. Additionally, hydrocarbon emission volumes were detailed across various operational stages: rail tankcar unloading, tank truck loading, vehicle refueling, and tank breathing. Loading and unloading operations account for the highest losses (up to 27.5 kg per cycle). Based on the analysis of successful international practices in Germany, Japan, Australia, and Hong Kong, it is proven that government subsidies, tax incentives, and mandatory vapor recovery requirements significantly accelerate the adoption of these technologies. The study concludes that the transition to a closed-loop recycling system requires the consolidated efforts of business, the state, and academic institutions.
Key words: economic efficiency, recycling, oil refining, resource conservation, environmental safety, sustainable development.

Innovation activity at the regional level: judgments and assessments
The formation of intensive growth of the Russian economy, focused on expanding supply, is largely determined by the creation of real prerequisites and conditions for the transition to an innovative development model. The innovative orientation of economic development requires a comprehensive analytical approach to monitoring the innovation sector, when, along with national assessments, due attention is paid to research that determines the specifics of individual regions. The article considers a methodological approach to assessing innovation activity in the region based on statistical data based on a comprehensive analysis, including the use of index, structural, factorial, and ranking methods. The peculiarities of the manifestation of innovation activity were carried out using a multiple model in which the resulting indicator is represented by a structural indicator of innovation activity, and the components on the basis of which its values were calculated were considered as factors. The results of innovation activity obtained using the selected indicator are presented by estimates of the degree of impact of changes in its components, the influence of price and non-price factors, as well as formalized estimates based on the proposed ranking model.
Key words: region, innovation, methodological approaches, complex analysis, factor and rank analysis methods, rank model.

The evolution of the categories of geoeconomics and fragmentation in the context of global energy markets
The article analyzes the theoretical foundations of geo-economics fragmentation and its manifestations in the global energy markets. The relevance of the article is due to the transformation of the globalization model, the growing geopolitical tensions, and the formation of a new economic reality in the global economy. The article explores the evolution of the categories of geo-economics and fragmentation, and distinguishes between fragmentation and instability. It has been revealed that geo-economics fragmentation is a structural disintegration of the global market space, accompanied by the formation of separate blocks. It has been proven that in energy markets, this process manifests itself in the reorientation of commodity flows, the emergence of competing institutional regimes, and the regionalization of demand and supply under the influence of political factors, sanctions, energy security priorities, and technological sovereignty. This article provides a theoretical framework for further analysis of the transformation of global energy markets.
Key words: geo-economics, geo-economic fragmentation, global economy, instability, regionalization, sanctions, energy security, energy market, fragmentation.

The growth of international tourism and environmental constraints: limits of compatibility based on 2025 data
International tourist arrivals grew at different rates across world regions in 2025. This paper asks how far pressure per arrival would have to fall to prevent those increases from raising total environmental pressure. The calculations use preliminary estimates for five regions released by UN Tourism on 20 January 2026. Total pressure is expressed as arrivals multiplied by average pressure per arrival. This relationship gives the required intensity reduction, the arrival growth compatible with a specified target, and the difference between target and calculated pressure. Reported arrival growth of 1–8% requires intensity reductions of 0.99–7.41% to hold total pressure constant. In a scenario with a uniform 3% intensity reduction, pressure would still increase in Europe, Asia and the Pacific, and Africa. It would fall in the Americas. The Middle East result changes sign when reported growth is varied by ±0.5 percentage points. A separate scenario combines an 8% intensity reduction with a 5% reduction in total pressure; compatible arrival growth is then limited to 3.26%. Comparing the target margin across the assumed range identifies results that depend on input precision. Regional aggregation requires weights based on initial environmental pressure, rather than arrival shares unless initial intensities are equal. These calculations test the consistency of tourism export targets. They do not estimate actual 2025 emissions or establish whether the assumed intensity improvements are technically achievable.
Key words: global economy, international trade in services, tourism, environmental intensity, decoupling, export strategy.

Analysis of the moment of reaching the zero level in inventory and resource management
This paper examines a two-level semi-Markov process as a mathematical model for describing inventory dynamics in a stochastic control system. The use of two critical levels, including zero, allows for highly accurate modeling of various resource depletion scenarios and system transitions to a depleted state.
The study yielded a generating function that allows for calculating the distribution of the number of consumption cycles before the system reaches the critical (zero) level. This level is crucial, as reaching it is interpreted as a state of complete inventory depletion, leading to system downtime, unfulfilled orders, or the need for immediate unscheduled maintenance.
Key words: Semi-Markov process, Laplace transform, random variable, mathematical expectation, variance.

New concepts of production integration in the context of global changes in production systems
The article explores new concepts of industrial integration that are being formed under the influence of global changes in production systems: geo-economic fragmentation, digitalization, technological competition, environmental transition and increasing requirements for the sustainability of value chains. The author substantiates the consideration of industrial integration as a generalizing characteristic of a higher order in relation to specialization and cooperation. Specialization and cooperation are interpreted as an interconnected organizational and production base, and production integration is an institutional and managerial superstructure that unites participants in a common architecture of goals, standards, data, responsibility and coordination. The author's definition of industrial integration is proposed, the supraspecializational, supra-operational, architectural, ecosystem, platform and adaptive concepts of its modern development are revealed. The scientific novelty lies in the transition from understanding integration as an enlargement of ownership or a set of relationships to interpreting it as the ability of a production system to jointly create value and reconfigure itself in the face of global change.
Key words: industrial integration, new concepts, specialization, cooperation, production system, integration circuit, industrial ecosystem, global changes.

IT risk management in enterprise digital transformation: from identification to mitigation (case of the fuel and energy complex)
Growing investment in digital technologies at fuel and energy complex (FEC) enterprises is matched by a comparable rise in IT incidents and cyber threats, turning IT risk management into a distinct managerial task for the sector. The article maps international risk-management standards (ISO 31000, COBIT, NIST CSF) against the mandatory requirements of Russian critical information infrastructure legislation and, on this basis, builds a five-component classification of IT risks in FEC digital transformation - spanning technological, cybersecurity, personnel, regulatory and organizational dimensions. Using 2024–2026 data from Positive Technologies and F6, the article shows that, despite rising protection levels, the sector remains among the most frequently attacked in industry. Building on these findings, a four-stage management cycle is proposed that links IT risk identification to the categorization procedure for critical information infrastructure objects under Federal Law № 187-FZ.
Key words: IT risks, risk management, digital transformation, critical information infrastructure, cybersecurity, fuel and energy complex, risk management.

Comparative analysis of approaches to the valuation of intangible assets and intellectual property results (IPR): limitations for public institutions and budgetary control requirements
The article substantiates the need to adapt valuation methodologies for intellectual property results (IPR) to the specifics of public IT institutions in St. Petersburg and the requirements of budgetary control. A comparative analysis of the cost, income, and market approaches is carried out from the perspective of criteria crucial for audit and control bodies – verifiability, documentary traceability, and reproducibility of calculations [1; 2]. Using a portfolio of IPR from public institutions (including St. Petersburg State Public Institution “St. Petersburg Information and Analytical Center” and “City Monitoring Center”) as a case study, the paper demonstrates typical discrepancies between project and accounting data, as well as common remarks issued by the St. Petersburg Chamber of Control and Accounts [3]. A hybrid valuation methodology is proposed, combining the cost approach with function point analysis and adjustment coefficients strictly tied to primary documents and regulatory standards (Instruction № 157n, Federal Accounting Standards for Public Sector) [4; 5]. Formalization is implemented through calculation algorithms, scoring scales, and document templates that ensure unambiguous interpretation and external verification [6; 7]. Empirical validation on a sample of projects showed a reduction in the share of remarks regarding documentary confirmation of costs and an increase in the transparency of labor cost allocation [3]. The methodology can be applied when capitalizing IPR, planning IT developments, and preparing for desk audits.
Key words: result of intellectual activity, intellectual property, intangible asset, cost assessment, cost approach, budgetary control, state-owned institution, traceability, verifiability, Instruction No. 157n, FSBU, Saint Petersburg, formalization of methodology, desk audit.

Value for sovereignty: an evaluation methodology and a hybrid public-private partnership model for high-technology industries
This article focuses on the development of an organisational and economic mechanism for public-private partnerships (PPPs) tailored to the specific nature of projects aimed at achieving technological sovereignty. Whilst the Russian PPP market is worth over 7 trillion roubles, industrial projects account for less than 1 per cent of investment, and the traditional ‘Value for Money’ methodology (Value for Money), which focuses on short-term budgetary savings, fails to take into account the strategic, predominantly non-financial value of such projects. As an alternative, this paper proposes the ‘Value for Sovereignty’ methodology, which includes an adapted balanced scorecard, a formula for the linear normalisation of heterogeneous indicators taking into account a baseline value, and a formalised mechanism for sector-specific adaptation of weighting coefficients. A hybrid partnership model is proposed, designed to ensure the targeted mitigation of non-commercial risks, along with an institutional model for a Project Office featuring a separation of assessment and financing functions.
Key words: public-private partnership, technological sovereignty, value for sovereignty, industrial policy, balanced scorecard.

Characteristics of the promotion of non-profit organizations in the modern realities of the digital environment
The relevance of promoting non-profit organizations (hereinafter referred to as NPOs) in the digital environment is driven by several factors. First, the growing role of social media, messaging apps, and specialized platforms as primary channels of communication with audiences requires NPOs to adapt their modern marketing approaches. Second, changing user behavior, with users increasingly seeking information and interacting with organizations online, makes digital promotion essential for sustainable development. Third, intense competition among NGOs for limited attention and funding requires them to develop clear, targeted, and effective communications strategies. Therefore, promoting a nonprofit organization in the digital environment is an important task, contributing to increased visibility, strengthening its reputation, and achieving its social goals. This paper focuses on the free segment of the social services market. The object of the study is the Association of Volunteer Movements and Nonprofit Organizations «Dobro.rf.» During the research, the organization's competitors were analyzed and compared, and a SWOT analysis was conducted. A description of aspects of promoting NGOs and their projects in the digital environment was developed, using the example of the #WEARETOGETHER Award from Dobro.rf.
Key words: research, NPO, volunteering, digital technologies, social services, market, SWOT analysis, promotion.

The resort archetype: from temple of health to arena of big politics
This article presents a comprehensive analysis of the resort as a multilayered cultural and socio-political phenomenon. It traces the evolution of the resort from ancient baths to modern all-season complexes, highlighting its archetypal features: a space for healing, a demonstration of status, and a venue for informal gatherings. Particular attention is paid to national resort models (European, American, Soviet) and their reflection in literature and cinema, where the "genius loci" acts as a catalyst for momentous change, an illusion, or a monument to a bygone era. Contemporary resort rankings, their role in hosting high-level summits (G7, G20) and major cultural events are examined. The article exposes the acute contradictions of the modern resort industry: conflicts of interest, social protests, and economic imbalances arising from the implementation of elite projects, revealing the resort not only as a place of relaxation but also as an arena for struggles for power, property, and the public good.
Key words: resort, archetype, genius loci, resort history, Soviet sanatoriums, resort rankings, G7 summits, political conflicts of interest, social protests, cultural festivals, luxury tourism.

Features of the application of the lean management concept in the financial support system of the armed forces
The relevance of the study is due to the need to increase the efficiency of financial support for the Armed Forces without weakening the rule of law, the targeted nature of expenditures and the documentary traceability of operations. In recent years, this task has become particularly important due to the digital transformation of public administration and the increasing demands on the effectiveness of the use of budgetary funds.
For a military organization, the loss of time during approval, re-entry of information and return of documents can affect the timeliness of payments and fulfillment of obligations. At the same time, the direct transfer of production techniques to financial authorities is limited by regulatory regulations, access to information, and the high cost of managerial error.
The published results of optimizing individual processes of the Ministry of Defense of the Russian Federation indicate a significant reserve for reducing waiting times and unnecessary transfers. The insufficient development of the financial contour of lean management requires the definition of special conditions for its application.
The purpose of the study is to substantiate the specifics of the implementation of this concept in the financial support system of the Armed Forces.
As a result of the research, the content of value and losses in military financial processes is revealed, the effect of implemented solutions is calculated, and a process-legal model of changes is proposed.
Key words: lean management, financial support, Armed Forces, budget process, process approach, financial control, digitalization, waste, efficiency.

Instruments of state support for the development of the service infrastructure of high-tech products
The relevance of the study is determined by the increasing dependence of the results of using high-tech products on the availability of diagnostics, repairs and updates during their service life. For Russian customers, the spatial remoteness of suppliers and differences in regional service capabilities increase the consequences of downtime of complex equipment. Therefore, government support measures should be correlated with the quality of after-sales support, and not only with the volume of production and equipment of industrial sites.
The purpose of the work is to substantiate an agreed set of tools for the development of service infrastructure in Russia.
During the study, the composition and functions of such an infrastructure were clarified, a matrix of compliance with restrictions and support measures was built, and indicators of readiness, performance, and outcome for the customer were proposed. It is concluded that it is necessary to link financing with the availability of specific service operations and a confirmed reduction in equipment recovery time.
Key words: high-tech product, service infrastructure, government support, industrial service, lifecycle, regional accessibility, technical maintenance.
