Cooperation for development and human security dates back to the twentieth century. It has different forms, the most common is the transfer of knowledge and technology. Initially, the more developed countries of the world, the countries of the North, supplied technologies and intangible resources to developing countries, the countries of the South, within the framework of the Technical cooperation program. Currently, the number of donors has expanded, and China, India, the European Union and other developed countries have joined this list.
