Abstract

On the concept of the federal law on social and cultural adaptation and integration of foreign migrants into Russian society

Today, there is a renewed interest in developing a special law on the adaptation and integration of foreign citizens into Russian society. The reason is due to the problematic migration situation (excessive concentration of foreign-cultural migrants in megacities, the growth of crime, the formation of ethnic communities with signs of an enclave, the lack of an effective system of adaptation and integration of migrants). Problems in this area are associated with unclear goal-setting, which still eclectically combines globalist and national-state positions. There is no clarity on fundamental issues: should migrants integrate into the host society or vice versa? Is integration of a foreigner into the host society a right or an obligation? Does a sovereign state have the right to accept only migrants needed by society? and etc. Within the framework of this article, proposals are given for developing the concept of a draft federal law on social and cultural adaptation and integration of foreign migrants in the Russian Federation. The basis for the preparation of these proposals is the experience of the Federal Migration Service in the implementation of “pilot” projects in the field of pre-migration preparation and the creation of adaptation centers for labor migrants, as well as the theoretical developments of the author, set out in a number of articles published in scientific publications.

Why was it not possible to revive the Black Hundred in modern conditions?

Russian multi-party system has a long and complex history, replete with ups and downs. At the beginning of the twentieth century, more than two hundred political parties operated in Russia, but then this diversity was replaced by a one-party system that lasted more than seven decades. The abolition in 1990 of Article 6 of the USSR Constitution on the leading and guiding role of the Communist Party in the life of Soviet society contributed to the emergence of alternative parties. This process accelerated sharply after the collapse of the USSR in December 1991.

Socio-humanitarian sciences and global informatization and - problems and prospects of development

In the article, the author describes the state, problems and prospects for the development of socio-humanitarian disciplines in the conditions of advanced informatization and digitalization of the educational process. The role and importance of humanitarian knowledge in the process of formation of conceptual thinking as the basis of intellectual activity of people is emphasized. The author applies the comparative analytical method, as well as the method of analysis and synthesis when considering the specifics of the formation of categorical and conceptual thinking in the educational process of modern schools and universities, emphasizes the importance of educating students on the basis of universal values and the formation of such qualities as patriotism, civic and personal responsibility. The possibilities of using visual learning tools, their positive and negative significance, as well as the long-term consequences of distance learning during the pandemic are analyzed.

Urban landscape: urbanization and problems of comfortable living environment formation

The modern urban landscape is a continuously developing conglomerate of social, cultural, economic, technological and ecological systemic changes and non-uniformity, which performs the following primary functions: social and city-planning, transport and communication, artistic and aesthetic, psychophysiological, natural and ecological, safety and orientation functions.

The natural and human-made structural elements of landscape, its quality and comfort, like alphabetic letters, compose a systemic pattern of architectural-landscape variety of the urban environment elements.

With the awakening of global environmental consciousness and the formation of society’s environmental culture, devaluation of traditional discourses and the expanding discussion about sustainable development, urban landscape with its new models and attributive elements, problems of interrelation and interaction of linear (treelike) and non-linear (rootlike) urban areas is an extensive field for multi-faceted interdisciplinary research and planning, which, besides architectural-landscape design, involves city-planning architecture, landscape architecture, garden and park design, ecology, engineering, planning, futurology and a number of other branches of knowledge.

This article considers the role of architectural-landscape design in transformation of urban space, making it an integrated environmental conglomerate, suitable for comfortable human life and activities, by means of using the up-to-date theory and practice of structural-functional transformation of a modern city’s territory with the use of multifaceted historical-genetic, historical, axiological, sociocultural, multifunctional, ecological, environmental, interdisciplinary, systemic, polyparadigmatic, synergetic and a number of other theoretical-methodological and practice-oriented approaches, improving the level of comfort in everyday life; determining the contribution of urban architectural-landscape design to transformation processes of the existing structure and shape of urban area, as well as preserving its identity, stability, long-term planning and development. The methodology of work is based on comparative study, performed both on the theoretical, and on the empirical level. The urban architectural-landscape design as an integral part of landscape architecture is revealed by means of architectural-landscape theory and practice with the use of the mentioned methodological approaches, revealing the essence of landscape urbanism. The urban landscape is presented as a social-ecological and environmental-cultural complex, understandable for the local community; a territory of culture, processes and production, functioning as a system-based construct of social, economic, ecological, infrastructural components, and needs of comprehensive analysis, designing, modeling and planning; it is regarded as a foundation for the development and formation of a city of the future. The empirical studies, ranked by structural-functional and qualitative criteria, of urban landscapes of various scales, from small cultural landscapes and infrastructure projects of extended technological areas, to large-scale urban projects of capital megacities, reflect the multi-scalar nature and representativeness of approaches to urban design and city planning, determine the type of action – recultivation, reactivation, reconstruction, revitalization, upcycling, innovative design or planning, and indicate the sociocultural, strategic, infrastructural, organization-technological and operational value of the project. They determine the vectors of the following long-term landscape-urbanistic research and, eventually, emphasize the defining role of urban architectural-landscape design in the tideway of interdisciplinarity, sustainable development strategy, revival and transformation of modern urban landscape.

The long debate over women's sports

The article examines various aspects of the history and current state of women's sports. It is shown how, on the one hand, sport acted as a space of gender segregation, but, on the other hand, serves as an area that attracts women to fight for their rights. The difficulties of institutionalizing women's sports and its acceptance by the Olympic movement and Olympic functionaries are revealed. Attention is drawn to the role of sports in the formation of a healthy lifestyle.

Development of the linguistic situation in Russia and Russian Germans: history and today

The article discusses the participation of Russian Germans in the study of the languages of the peoples of our country before the revolution, and also analyzes the current situation with the study of the German language. The author is of the opinion that the state plays a significant role in the implementation of language policy. From this point of view, the modern legislative framework in this area is considered, the tools approved by legal acts are used to assess the development of the languages of the peoples of Russia, including the German language. Based on the analysis of data from the All-Russian censuses, it is shown that the situation with the languages of the peoples of Russia is in dynamic development, and that there is no single vector of this development for all peoples of the country. Due to emigration, the number of Russian Germans has noticeably decreased. The author examines modern opportunities for them to study their native German language.

Implications of reforms and innovations in Russian teacher education for multicultural teacher education in ethnic minority areas in China

This article explores the implications of reforms and innovations in Russian teacher education for multicultural teacher education in ethnic minority areas in China. The author analyzes the role of Russian experience in the field of pedagogy in the development and implementation of multicultural approaches to education in the context of the Chinese general education system. The author identifies reform approaches and innovative practices used in Russian teacher education, and analyzes which of them can be adapted and applied in the context of education of ethnic minorities in China. The article offers recommendations for improving multicultural teacher education in ethnic minority areas in China based on Russian experience. She calls for further research and practical changes in the educational field to ensure more effective and inclusive education for ethnic minorities in China.

Current aspects of legal regulation of personal data protection

Today, the protection of personal data has become a key issue for the state, affecting the rights of people, especially their privacy. This is due to the globalization of business, digital technologies, threats of online piracy and the expansion of social networks. Data regulation has become an integral part of the strategies of governments and businesses as they struggle to control communications and are interested in effective online advertising, reflecting society's desire to protect privacy in a rapidly changing technological world. Maximizing the use of personal data appears to benefit every country by creating efficient and cost-effective systems for protecting intellectual property rights. However, such systems often face potential violations of fundamental human rights. Therefore, the study of changes in the legal regulation of personal data seems important and interesting. The fact that these changes are being actively discussed and implemented in many countries, in both areas, gives confidence in the correctness of the chosen topic.

In this article, the author considers two problems - the problem of the communicative model of sociocultural communication and the problem of its energy basis. Communication between traditional local cultures is carried out as a result of dialog between them. In the peoples of Dagestan humanism, justice, collectivism, responsibility to future generations are the highest forms of behavior regulation. All these have become the main characteristics of the mentality of the Dagestani people and its inseparable components.

Transformation of the social structure of Russian society in modern times

Domestic society does not seem to be a rigid set of elements and connections between them. This is a flexible structure that quickly responds to changes in the external environment. This was clearly manifested in the historical events of the 20th century. The result of their emergence and development was social transformations of varying scale and duration. These are not only quantitative, but also qualitative changes in the characteristics of social structures and their constituent elements. The designated set of processes influenced not only the architecture of the domestic society, but also the content of interaction practices. As a result, they became more optimal, which helped to minimize the expenditure of available resources to adapt to existing conditions.

The article presents various technological models of mentoring as a phenomenon that has become widespread in foreign and domestic management practice. Russia and China in the modern architecture of international relations

On some areas of political and diplomatic activity of the Bundestag in the post-Soviet space

This article attempts to describe the main approaches and methods of foreign policy activities of the Bundestag deputies in the post-Soviet space after the events of 2014 in Ukraine. The multi-vector activity of German legislators is of a long-term nature and is aimed at greater involvement of some former Soviet republics in the "shave" of official Berlin and the reorientation of others from the Russian Federation to Germany. In this regard, the mechanisms of foreign policy applied by the German legislative authority require a systematic analysis. The article defines the factors under the influence of which the approaches of German legislators to work with foreign states are formed.

On the issue of Russian-Syrian relations and the main factors of their influence through the eyes of Chinese researchers (1991—2018)

Syria is located in the “heart” of the Middle East and is an important pillar of the Russian Federation’s Middle East strategy. Russia has been an important extraterritorial power influencing the situation in the Middle East for many years, and modern Russia's diplomatic strategy has always placed the Middle East at the forefront. With the collapse of the Soviet Union, Russia pursued a pro-Western foreign policy and Russian-Syrian relations developed poorly for a time, but Russia soon returned to the Middle East after adjusting its foreign strategy to suit its national interests. After the outbreak of the civil war in Syria, against the backdrop of Western support for the Syrian opposition and demands for the resignation of Bashar al-Assad, Russia adhered to a pragmatic foreign policy and firmly supported the regime of the Syrian president. Against this background, in a short time, bilateral relations significantly improved, and Russia’s status in the Middle East increased. Currently, under the influence of the situation between Palestine and Israel, the situation in Syria is once again becoming extremely tense. In the context of the escalation of the Palestinian-Israeli conflict and new changes in the situation in the Middle East, a review of Russian-Syrian relations and reflection on Russia’s policy towards Syria and the factors of its influence will help to better understand the vector and trend of development of foreign policy towards the Syrian state.
