Mental paradigm of national cultures

In this article, the authors consider the mentality as a spiritual and moral phenomenon that determines the national culture and the way of reflecting the surrounding reality. The mentality of national culture is considered as a system of archetypes and ethnopsychology, as well as a number of universal universal values, the structure of mentality and its four levels are analyzed; the role and significance of the geographical and climatic environment on the formation of the mentality of ethnic groups is determined.

Information security as a component of the managers

The article describes the activities of the Department of Foreign Languages of the G.V. Plekhanov Russian Economic University in the development of students’ readiness to ensure the foreign professional information security within the framework of the corporate competence of the future manager. Didactic methods of information security competence formation in four components of corporate competence are shown: value, team, client-centric and communicative competences.

Evolution of the main indicators of electoral processes in Russia (from 1993 to 2021)

In recent decades, the Russian electoral system has undergone major evolutionary changes, including the following stages: 1) formation of the electoral system in the 1990s; 2) transformation of the institutional framework of electoral practice in the 2000s; 3) modern improvement of electoral legislation and electoral procedures. The main substantive characteristics of each period of the development of electoral legislation are considered, the conditionality of its content by the nature of socio-political processes in society and the state, the need to form a legitimate government on democratic foundations is shown.

Political goals of dispossession in the USSR

The article discusses the political and economic goals of dekulakization. The essence of the phenomenon of kulaks is studied, as it was reflected in literature both in the pre-revolutionary, and in the revolutionary and post-revolutionary period. To reveal the topic, we study what historical role merchants played in economic, socio-political relations in the village within the framework of the historical process. In connection with this, the essence of the phenomenon of dekulakization is studied, its prerequisites, goals and results are revealed, as well as socio-political factors that determined the course of dekulakization.

The impact of digital transformation on municipal governance

The impact of digital transformation, through digitalization mechanisms, on municipal government bodies is reflected in changing the way of actions and communication with residents of municipalities in order to achieve integration of civil society institutions and authorities. The purpose of the work is to determine the main directions of the introduction of digital technologies in municipal administration. Based on the analysis of scientific publications, some areas of digital transformation of municipal management are identified. It is noted that the digital transformation of municipal government is a new stage in the development of local self-government, which makes it possible to significantly increase the validity and effectiveness of the activities of local self-government bodies within the framework of the general trend towards the formation of a digital society. It is concluded that the digitalization of municipal management will contribute to improving its effectiveness. For municipal government, digital transformation is a strategic action program.

Analysis of the prerequisites for social engagement of the population in the affairs of local communities

The article identifies and considers two groups of prerequisites for the social involvement of the population in the affairs of local communities: the quality of relations with neighbors and satisfaction with the state of the living environment. Approximately equal groups of residents were identified, one of which seeks close contacts with neighbors, and the other seeks to live in isolation from neighbors, moreover, men are more inclined to establish relations with neighbors than women. Young people are relatively less seeking to communicate with their neighbors. Three-quarters of those surveyed said they were satisfied relationship with their neighbors.

A new perspective of Shakespearean tragedy research and the innovation of literary research

Ethical Literary Criticism focuses on the ethical and moral reasons of character action, and carries on the reading, analysis and interpretation of texts from the ethical perspective. Returning to the historical ethical scene described by Shakespeare's tragedies, an innovative reading of Shakespeare's tragedies from the ethical standpoint at that time can probe into Shakespeare's thinking on the ethical issues at that time. Shakespeare's tragedies have rich ethical literary connotation, and the ethical understanding of family ethics, love morality, gender concept, race concept, and family concept will enable readers to have an innovative understanding of Shakespeare's tragedies. From the perspective of Ethical Literary Criticism, the recommends on Shakespeare's tragedies have some references and enlightenments for the ethical and moral construction of contemporary China in the period of social transition.

Geopolitical significance of the West African Region

This article is devoted to a detailed analysis of the geostrategic role of West Africa, which is an important region for the African continent. A region that is constantly on the move, in political and economic changes and on the way to a strong and realistic integration. Rich in natural resources and exponential demographics, Africa has what it takes to succeed. Yet the continent is struggling to take its place in globalization. The paper analyzes the main tasks of the interaction of issues between powers and developing countries in relation to this region. This region has always been the subject of rivalry between East and West and the prerogative of the former colonial powers. Today, it has become the prey of developing countries, primarily China and India. At the center of the planetary "Great Game", the region is a chessboard of multifaceted struggle for influence... West Africa, which has long remained outside of globalization, with its 16 sovereign states, is attracting new strategic interest. The author describes in detail the different types of influence strategies of different powers. Western strategy based on "soft power". China is based on China-Africa pragmatism. The new strategic dynamics of West Africa is an intrigue that could provoke a very serious rivalry.

The Nagorno-Karabakh issue in the prism of modern realities: the state and prospects for settlement

The article is devoted to the Armenian-Azerbaijani conflict that has been going on for more than 30 years. In the late 1980s, Armenia outlined its own territorial claims to the Nagorno-Karabakh region. As a result of hostilities, Armenia sent its troops into the territory of not only the former NKAR, but also the neighboring seven administrative regions of Azerbaijan inhabited by the Azerbaijani population, occupying at least 20% of the territory of Azerbaijan, including the Nagorno-Karabakh region. After returning to power, the President of the Republic of Azerbaijan G. Aliyev made great efforts to achieve a settlement of the conflict. After I. Aliyev came to power in 2003, the negotiation process acquired a new character. The new head of state resolutely rejected the agreements reached earlier, announcing the impossibility of dialogue with the Armenian side until the complete withdrawal of its troops from the territory of Azerbaijan. On September 27, 2020, the President of Azerbaijan, Ilham Aliyev, decided to launch a counter-offensive operation called "Iron Fist" along the entire front. Unlike the first war, which ended in the defeat of Azerbaijan, this time the victory was on the side of Baku, which converted military successes into agreements on the return under its control of a significant part of the territories adjacent to Nagorno-Karabakh, as well as parts of Nagorno-Karabakh itself - Shusha and Hadrut. The article also gives general conclusions regarding the development of the liberated territories and the opening of communications between Azerbaijan and Armenia, which can become a starting point in order to completely leave the conflict over Nagorno-Karabakh in history.

Impressions of the Trans-Siberian Railway by Chinese litterateurs from the 1920s to the 1940s

After the completion of the Trans-Siberian Railway, it became a bridge on the Eurasian continent. Its influence is comprehensive, not only in politics and international relations, but also in economics and culture. Undoubtedly, the Trans-Siberian Railway also provided great convenience for Chinese people to go to Europe at that time. Whether it was going to Europe (or the Soviet Union) for study, travel or work visits, Chinese people chose to take the Trans-Siberian train one after another. The Chinese passengers also left rich and colorful records about the Trans-Siberian Railway, and sorting out these records has very important historical and cultural significance.

The main trends in the transformation of relations between Russia and Turkey on the example of Kurdish issues

The article studies the changes in the balance of power in the Middle East after the beginning of the «Arab Spring», where, using the example of the interests of the Kurdish people, the activities of states that, in turn, influenced the international system that changed the structure of relations in the region are briefly described.

National state strategy of exporting energy supplies of the republic of Azerbaijan

The article examines Azerbaijan's energy export strategy. The diversification strategy made it possible to master new types of production, enter new sales markets, and refocus on an expanded category of consumers.

The methodology of the study is based on the analysis of the surveys of the EBRD and the World Bank, anti-crisis actions of Azerbaijan.

The result of the study - The main activities of the diversification strategy contribute to the close integration of Azerbaijan into the world economy, strengthen political stability and national statehood.

Increasing the awareness of tourist sites: Jeju-do city-brand of the Republic of Korea

The peculiarities of modern media consumption and the rapid development of digital technologies contribute not only to the emergence of territorial brands, but also activate the processes of recognition among the foreign population of tourist sites and cultural heritage attributes of individual countries. The Government acts as the main stakeholder in increasing the attractiveness of the regions of the Republic of Korea and in strengthening the influence of signals transmitted through official communications. The strategies, technologies and methods used to popularize the image resources of tourist sites are considered as part of the process of forming a national brand. The article analyzes the features of the promotion of connotative meanings and images that appeared in the process of building the territorial brand of Jeju-do.

The evolution of political regimes in West Africa at the end of the XX – beginning of the XXI century

Introduction. The article examines the political design of West Africa, which took shape by the end of the 20th - beginning of the 21st centuries, and presents a typology of governance in the key countries of the region. The political systems imported and imposed by the "collective West" on African states after they gained independence are analyzed. The thesis is being tested, according to which they are arbitrary varieties of imperfect democracy, authoritarianism, as well as their hybrid variants. This explains both the general crisis and the "underdevelopment" of political institutions, regardless of the "capitalist" or "socialist" preferences of autochthonous elite groups, and the risky nature of the socio-economic development trajectory they have chosen.

The purpose of the study is to study the dynamics of the evolution of political regimes in the countries of West Africa.

Methods. The author's approach is based on a set of political and legal analysis of methods: analysis of the compliance of the actions of the object of study with the norms of the Constitution, international acts relating to human rights and freedoms and current legislation, and the political component in identifying political goals and the results of these actions. Comparative Country and Institutional Analysis: Systematic comparison of a limited number of cases. General statistical comparative analysis.

Scientific novelty. A feature of the author's approach to the problem under study is the understanding of the complex system of political regimes in West Africa. Lack of originality in Africa's political system. Determine the adaptation of the European democratic model to African political realities.

Results. The data obtained indicate that, in general, since the independence of the countries of West Africa, there has been a lack of originality of the political system characteristic of these countries. This has led to a complete lack of proper management. The analysis shows that the underdevelopment of this region is based on the regimes of the political system.

Conclusions. After 62 years of independence, the West African countries have failed in their democratic and political reforms. This prompted Western countries to come to the rescue. Until now, it is believed that these African countries are unable to manage the modernization of their societies and that the only solution will be a "new colonization of the dark continent", including neo-colonialism.

Tea culture: the heritage of all mankind - re-read the book "All World Tea Culture" in four years

Chinese tea culture has been gradually reviving since the 1980s. Immediately, words and expressions such as tea culture, the science of tea culture, the tea ceremony, tea lovers, the main idea, etc. became frequently used in cultural circles and media in China. The China International Tea Culture Research Association, under the One Belt, One Road initiative, has written the book "All About World Tea Culture", which is divided into two volumes and contains more than a million characters. The publication of this book is important for the comprehensive promotion of the study of world tea culture and today it is especially important to reread this book.
