The Impact of U.S. Arctic policy during the Trump 2.0 era on China-Russia cooperation in the Arctic

The Arctic region is undergoing the most profound geopolitical transformation since the end of the Cold War. This article employs critical geopolitical theory to examine the strategic shift in the Arctic policy of the Trump 2.0 administration and its impact on Sino-Russian cooperation in the Arctic. The findings reveal that the Trump administration, through two key initiatives—reviving plans to acquire Greenland and issuing the Executive Order to expedite the exploration and development of seabed minerals—has established a dual-track expansion model of "territorial control-resource exploitation." This policy framework exerts a threefold structural impact on Sino-Russian Arctic cooperation: first, the restructuring of Arctic spatial order through a "territorialization" strategy, which constrains cooperative space; second, the undermining of international governance norms via "extraterritorial application of domestic legislation"; and third, the acceleration of "securitization" through advanced military deployments, altering the internal dynamics of cooperation. The study demonstrates that these U.S. policy adjustments not only signify a return to traditional geopolitical paradigms but will also profoundly influence the entire Arctic governance system.

Key words: Arctic policy, Trump administration 2.0, Sino-Russian Arctic cooperation.
