On the issue of road safety strategy in Russia and the world
The article is devoted to the road safety strategy. Based on the analysis of the government document "Strategy for road safety in the Russian Federation for 2018 - 2024", the main directions for the development of this area in Russia are noted. The subjects touched upon were the construction and repair of roads, the introduction of photo and video surveillance of the state of road safety, the system of "smart traffic lights". The necessity of studying international experience in the field of improving road safety was emphasized. The most interesting and effective aspects of this experience are shown. The dominance in many countries of administrative and legal factors in the regulation of traffic is noted.

The equal rights governance model of the BRICS new development bank
The New Development Bank (hereinafter also referred to as the NDB, the Bank) was established by the member states of the BRICS interstate association in order to prevent negative consequences from the potentially possible destabilization of the macroeconomic situation in the world and excessive volatility of the international financial market. In addition, the NDB acts as one of the instruments for pursuing their own policy by the BRICS countries in the international arena, including in financial terms. The NDB has two fundamental differences from the traditional concept of this type of financial structure. Firstly, we are talking about the format for the founders to make a decision on the strategy of the Bank's actions in the international financial market - in the NBR, the founders make all decisions taking into account full equality (instead of the traditional regime of a weighted distribution of votes). Secondly, for the first time in international practice, the mechanism of collegial management was based on the principle of consensus (reaching agreement) instead of the principle of majority vote priority when making significant decisions. According to the modeled by a group of scientists scheme for the distribution of managerial participation and a set of rules for the actions of the founders of the NDB in cases of unfavorable changes in the global financial environment, with a weighted model of the distribution of votes, China would receive the greatest influence in terms of the management of the Bank. However, the principle of consensus, as a fundamental imperative in the management of the Bank when solving issues of a global, strategic level, eliminates this factor. Thus, the management structure of the BRICS New Development Bank is in a state of balance in terms of influence on its policy by the founding countries.

Development of a system of motivation for learning and staff development
Currently, the competitiveness of an organization is influenced by many factors. One of these factors is the labor collective, which is fully involved in the work process and seeks to improve the efficiency of the organization. For the successful operation of the organization, it is necessary to reveal and increase the potential of its employees. As you know, labor potential is a set of capabilities of an employee, a team or the entire organization as a whole. And in order to increase the indicator of labor potential, additional education, advanced training courses, and employee motivation are required.
With the right approach to staff development, the labor potential will only grow. Of particular importance in increasing the potential of employees is the created system of material and non-material motivation. The article presents the theoretical aspects of motivation for training and development of personnel, analyzes the reasons for the lack of motivation of employees of a municipal institution, and provides recommendations for improving and developing a motivation system.

"Roses are blooming in Chair Park": facts of history and economics preserved in flower names
The article introduces the reader to the world of blooming roses, each of which has its own name, emphasizing its uniqueness. The famous houses that have existed for more than two centuries, engaged in the selection of roses, draw the names of their creations from the names of prominent personalities, toponyms or works of human hands. By the names of roses, one can judge not only the political or cultural preferences of breeders, but also capture the spirit of changes in tastes, moods, and political trends.

The digital revolution is rapidly changing the global economy, opening a new stage of the technology race. In the process of realizing national interests in the field of digital economy, first of all, it is necessary to create conditions for the development of large Russian organizations in the field of information and communication technologies, to ensure the creation of cross-industry consortia in the field of digital economy on the basis of the largest Russian Internet companies, banks, telecom operators, payment system operators, financial market participants, state-owned companies and corporations.

In modern conditions, digitalization plays a huge role in the socio-economic development of regions. The federal project "Digital Region" is envisaged for digitalization of all regions of Russia. The state program "Development of the digital economy of the Karachay-Cherkess Republic". A special place in which is given to the subprogram "Management of the state program "Development of the digital economy of the KCR". It was noted that one of the most important areas is the development and support of highly qualified personnel in digital processes. In conclusion, it is proposed to develop a corresponding project of the KCR and the North Caucasus State Academy, which includes a list of events, where one of the points will be the development of a methodology for the formation of a digital region, indicating its essence and components.

International tourism in the Greater Mediterranean region
The Mediterranean region, including both the northern and southern shores, is the principal tourist destination in the world. Consequently, tourism plays a vital role in the economies of the region, acting as a significant source of economic growth and employment, while also making a positive contribution to a country’s external balance of payments. This report analyses the role of sustainable tourism in the Mediterranean, with special reference to the local and regional context in which they operate. In doing so, it: outlines the significance of tourism for the countries of the Mediterranean; examines the main challenges facing tourism in the region, especially in the context of the Arab Spring, and how these challenges impact on local and regional authorities; describes the role of the different agencies that are currently engaged with tourism issues in the Mediterranean, providing an outline of their programs and initiatives; examines the role of local and regional authorities in tourism in the Mediterranean.

The relationship between background music and the effectiveness of daily sales in catering
The paper is devoted to the study of the relationship between background music and the effectiveness of daily sales in catering establishments. The author notes the following: There are many studies devoted to the influence of music on the effectiveness of the restaurant business. Some of them give positive results, while others do not detect a significant influence of music on sales. However, most studies show that background music can increase the efficiency of daytime sales in cafes and restaurants if the choice of music and its volume are selected in accordance with the type of institution and its target audience. It should be borne in mind that each institution is unique and may have its own characteristics that may affect the effect of using music. In addition, it is important to choose the right musical repertoire, taking into account the preferences of the target audience and the style of the institution. It is also important to take into account the volume of music and its emotional coloring, which can affect the mood of visitors and, as a result, their behavior.
